Papua is one of the central region or central distribution of the population of many regions in Indonesia such as Sumatra, Kalimantan, Sulawesi and other regions. The spread or the mobilization of residents, especially residents of the island of Java is extremely dense population than other regions. Rushing after Papua integrated into the Republic of Indonesia (NKRI), the Indonesian government began to socio-political role in efforts to influence the local area residents to the concept of nationalism that was stated earlier by the founders of the Indonesian nation. Where in this case the Indonesian government set a spread of the transmigration program to all potential areas claimed as the Unitary Republic of Indonesia, from Sabang to Merauke, which in fact the transmigration program is run since 1964 earlier. 
Transmigration pattern that is applied very systematically and orderly operation, where the tranmigran placed in empty areas or far from urban areas to avoid social jealousy, jealousy is going to happen. Because we all know that to influence a new group into a solid unity, then at least have to go through certain approaches are very compatible with the existence of these groups. It's very obvious when the Indonesian government approached with Papuan bureaucrats who at that time the power to determine the areas used as a destination for migrants that will be imported from outside the island of Papua.
